Also removed Oliver Swanick from the mod since he's been fixed. This is a multi-part fix, aimed at a few minor issues having to do with the town of Nipton. - Marks several people as non-respawning who previously were: Boxcars and the Powder Gangers rescued during the "Booted" quest. - Ensured Boxcars' legs are crippled and stay crippled.
